Grand jury indicts 18

A Rowan County grand jury indicted 18 people Friday on charges including possession of controlled substance, promoting contraband at the jail and food stamp fraud.

Jeremy A. Workman, 27, was arrested Aug. 10 by Morehead Police officer Patrick Smith and charged with first-degree possession of controlled substance when Workman allegedly possessed Oxycodone. This is Workman’s first offense. The defendant also was indicted on charges of possession of paraphernalia, first offense and operating a motor vehicle under the influence of drugs, first such offense within five years. Workman could face up to five years in jail if found guilty.

Also indicted was Brandy M. Hogge 31, and her co-defendants Tammy S. Adams, 36, Laura K. Tipton, 24, Jason Stevens, 23, Michael E. Taylor, 30, and 23-year-old Steven V. Kidd.

According to the indictment, the six allegedly on Oct. 8, committed the offense of first-degree promoting contraband into the Rowan County Detention Center when they were involved with a bag of marijuana being passed at the jail. The defendants also are charged with introducing nine Oxycontin pills into the jail.

Each person is facing up to five years in jail.

An indictment is a formal accusation of a crime and does not establish guilt.

Other indictments include:

• Trina Insko, 30, one charge of food stamp fraud when she allegedly made false statement and failed to disclose material factors affecting her eligibility and did receive $3,926 in benefits to which she was not entitled and one charge of second-degree persistent felony offender.

• Tessa A. Fetters, 30, one charge of theft by unlawful taking over $300 when she allegedly June 30 stole $604.83 in merchandise from the Morehead Wal-Mart; one charge of theft by unlawful taking when she also June 30 allegedly stole $680.82 in merchandise from the Morehead Wal-Mart; one charge of third-degree criminal trespassing when she allegedly entered Wal-Mart after being warned to stay away; one charge of possession of drug paraphernalia and one charge of persistent felony offender.

• Kevin W. Burton, 30, one charge of third-degree criminal mischief when he allegedly Aug. 16 broke out the rear passenger window of a Jeep belonging to Jonathan M. Newkirk causing damages estimated at $171.77; one charge of theft by unlawful taking when he allegedly Aug. 16 took a purse and various items valued at $1,705 from a vehicle parked at Windy Bay at the Cave Run Lake and one charge of fraudulent use of a credit card when he allegedly used a debit card belonging to Christiana Conyers and obtained merchandise in the amount of $69.22 in a six-month period of time without Conyers’ consent.

• Rocky A. Kidd, 21, one charge of theft by unlawful taking from Sept. 20 to Sept. 23, when he allegedly took items valued at $900 from the boat docks at Scotts Creek Marina; one charge of theft by unlawful taking when he Oct. 7 took various items valued at $339 from the boat docks at Scotts Creek Marina and one charge of third-degree criminal mischief when he allegedly damaged a boat belonging to Donnie Hall that was docked at Scotts Creek Marina.

• Thomas Maze, 46, one charge of operating a motor vehicle April 18 under the influence to be drugs, fourth offense within five years and one charge of possession of open alcohol beverage container in a motor vehicle.

• Joshua P. Bloom, 29, one charge of receiving stolen property over $300 when he allegedly Oct. 16 possessed a stolen 2005 Chevrolet Venture Van from Pennsylvania; one charge of operating a motor vehicle under the influence of drugs/alcohol, second offense in five years; one charge of possession of open alcohol beverage container in a motor vehicle when he allegedly had an open bottle of vodka in the vehicle he was operating and one charge of failure to produce an insurance card.

• Shane Murray, 40, one charge of first-degree burglary when he allegedly Sept. 22 remained unlawfully in the residence of Bradford W. McKinney while armed with a Smith and Wesson .357 and Case Shark Tooth knife, one count of second-degree persistent felony offender.

• Charlotte Murray, age not available, one charge of first-degree burglary when she Sept. 27 also remained in Bradford W. McKinney’s residence without permission while armed with a Smith and Wesson .357 and Case Shark Yooth knife.

• Derrick Brown, 24, one charge of receiving stolen property over $300 when he allegedly between April 1 and July 23 sold various items of jewelry valued at $2,000 to Appalachian Gold located in Morehead that were stolen from the residence of Leah Anderson; one charge of second-degree persistent felony offender.

• Timothy C. Emerson, 29, and his co-defendant, 29-year-old Linda Porter Hayes, one charge each of second-degree burglary when they Oct.12 allegedly entered the home of Frederick R. Ellington with the intent to commit a crime; one charge of fraudulent use of a credit card when they allegedly used a Sears Master credit card belonging to Ellington and obtained merchandise at Sears and K-Mart valued at $594.49; one charge of fraudulent use of a credit card when they allegedly used a Chase Visa credit card belonging to Ellington to obtain purchases at Radio Shack, BP station and Hardie Oil in the amount of $330.37; one charge of fraudulent use of a credit card when they used a Macys Visa belonging to Ellington to obtain merchandise in the amount of $518.84 at Hibbet Sporting Goods, Goodys and Shoe Sensation, all in Morehead; one charge of fraudulent use of a credit card when they allegedly used a Bank of America Visa card belonging to Ellington and obtained merchandise in the amount of $676.83 from Wal-Mart. Timothy Emerson also is charged with one count of second-degree persistent felony offender.

• Michael Timothy Hall, 47, one charge of flagrant nonsupport of a child when he allegedly between Aug. 2007 and Oct. 31, 2008 failed to provide money for a minor child in the amount of $3,025.

• Austin D. Little, 29, one charge of flagrant nonsupport when he allegedly between March 9, 2007 and Nov. 12, 2008 failed to provide child support for minor children in the amount of $9,094.63.

• Mitchell R. Hughes, 26, one charge of third-degree assault when he allegedly Oct. 16 spit into the face of Deputy Jailer Sgt. Larry Thomas while being processed for an arrest.

• Jason Smith, 36, one charge of first-degree wanton endangerment Aug. 30 when he allegedly traveled at a high rate of speed and hit an automobile operated by Michael Lauletta; one charge of first-degree wanton endangerment when he allegedly traveled at a high rate of speed Oct. 16 and also hit an automobile driven by Parris. L. Brantley, who lost control of the car and hit a stop sign before coming to rest in the opposite position of travel; one charge of leaving the scene of an accident and failure to render aid of assistance to Lauletta and Brantley one charge of failure to obtain automobile insurance, first offense.

• Mason Horton, 21, one charge of first-degree fleeing and evading police April 9 when he allegedly was traveling on a motorcycle and disobeyed a direction to stop the motorcycle by MPD officer Phillip Blackburn, and by doing so, Horton created a substantial risk of serious physical injury or death to any person or property.
