Rails to Trails acted in good faith

The recent article in The Morehead News has caused the Rails to Trails group and perhaps others to feel as though the City and I, the Mayor, were laying the entire responsibility for the issues with the walk-bridge on their group. That was not the intention. There has been a lot of good faith effort and real sweat expended by many Rails to Trails volunteers on this project. They started several years ago talking with Transportation Cabinet officials about how to build the trail system here locally and have tried to comply with the rules where Transportation Cabinet controlled property was involved.

This is the point which I should have emphasized to the media. Rails to Trails acted on what they had been told by one or more persons from Transportation and believed that they were doing what was required; and, that is how it was presented to the City. We were all acting in good faith that the bridge was being built with Transportation Cabinet go-ahead until the City received notice that the bridge was on state property without an encroachment permit. Transportation is currently telling us that Rails to Trails needs to submit an engineered design before they will consider the request for a permit. This is the situation as it stands right now. The City is more than willing to work with Rails to Trails to try to resolve this issue.

Rails to Trails is a nationwide concept based on using abandoned rail rights of way where possible to create walking and bike trails. These corridors are often in scenic areas and provide a pleasant venue for the public to enjoy the outdoors and improve their health. These people are all volunteers trying to improve our community. As the mayor of Morehead, I support their efforts.
