County workers laid off

When four Rowan County magistrates didn’t agree with Judge-executive Jim Nickell’s recommendations for county employees Tuesday, close to 30 county employees were handed layoff slips.

According to Nickell, Nick Caudill, Troy Perkins, Jerry Flannery and Ray White, did not approve with Nickell’s list of county employees, which caused the sudden layoffs.

Although during Tuesday’s meeting the list of emergency workers was approved by magistrates.

Among those to receive layoff slips were all employees of the county road department and other county government support staff, Nickell said.

When asked about the decision not to vote, Caudill said he wanted the judge-executive to rethink his decision on the list of workers.

“This was the first day of business and it is our job to reappoint county employees,” Caudill said Tuesday. “If we would have approved with the judge’s list then three of our county workers are out of a job and three are working for less money.”

Prior to taking office, Nickell sent notices to at least two county workers asking them to reapply for lower paying jobs or future positions. The letters stated that the county road department would be restructured.

“By disagreeing with a couple of people on my list, the magistrates have affected others in county government,” Nickell said. “I ran my campaign based on being a good steward for the people and the county government.”

Word around the courthouse Tuesday was that the magistrates recommended that all employees be put back to work on a 90-day probation period and then re-evaluated after that time to see if they were qualified for their jobs. But, no magistrates would make comment about the potential probation period.

As of 3 p.m. Tuesday, Caudill said he had spoken with Rowan County Attorney Willie Roberts and they were discussing a possible special-called fiscal court meeting for Tuesday evening or Wednesday morning in hopes of resolving the matter.
